Why is it that some tie rod arms point inward like on the Allis B and some point outward like the Allis CA? Is it an engineering preference?
My guess would be that with the arms pointing outward making the tie rod longer than center to center of spindles would make the wheels turn sharper whereas if the arms point inward making the tie rod shorter than center to center of spindles would make the wheels turn less sharp.
I know my CA turns very sharp but not sure about the B.
Any one have any thoughts on this?

Looks to me like your CA steering arms are on the wrong side. My CA is also the same way. however the last guy welded them that way.  all the rest I've sean were pointed inward. thats the ackerman steering angle. If you draw a straight line from the spindle they should intersect. at about the middle of the rear axle. this will cause the tires to track correctly when going around a corner. the way your CA is when you corner sharp the tires will be trying to take two differant tracks this causes scrubing  when cornering.
