There is one that goes from the rod between the governor and the carb that goes up to the manifold. should be a little hole in that rod just toward the radiator from the carb.

If you are talking about the anti surge spring (a small light extension spring) it connects to the throttle shaft about half way between the carb and the front cross shaft. There is a little hole there. The other end connects to a manifold bolt I believe, above and toward the front.

Thanks i got this tractor from a fence
did not have one when i got it just trying to make
it run again after overhauling the engine
