I'm restoring a C that was running Ok. I decided to check compression pressure before going to far. I got 82, 74, 75, 66 dry, and 85, 85, 90, 76 after a shot of oil in the cylinders. Should I tear it down, or is this OK for a tractor to be used mainly for pulling hay rides and parades? Should I take the head off and redo the valves and guides? It didn't smoke noticably at idle.

Yor compression is on the very low end.
Sounds like we will know what you will be doing this winter.
If it runs good enough for what you are using it for then it is up to you when or if you want to tear it down for a rebuild.
The engine is ready for some work.

If it is not using a bunch of oil and starts right up and as you say runs ok then I would use it the way it is until you see a change that seems like a problem.
You might find that after several hours of hard work that the pressures would even out more. Bad guides will smoke on start up and unless they are really wore bad will stop smoking or almost stop then when you start it up after a spell will smoke bad on the start up.
A small amount of oil in the cylinders would seal sticky rings to bring up you pressure readings but would not bring up pressure for a leaky valve.
A good place to try Seafoam. half a can in a couple gallons of gas in the tank and the other half in the crankcase. [as stated on the can]
Z Max is good also but costs a bunch more.

Guess I have a split decision. I'm guessing that it hasn't been running much for the last few years. I bought it a year ago, and the fellow I got it from had bought it at an auction. So, maybe the rings are sticky. Oil was pretty milky. I'm now thinking I'll pull the head and have the valves reseated. Probably will remove the pistons and check rings at the same time. Any guidelines on how much cylinder wear is acceptable? Also, I noticed the bearing cap and crank main shims are still in place. Bet this engine has never been torn down.

The compression on my CA that has been overhauled once without much use is right around 125psi. If it were mine, there is no question that I would be overhauling it.

A true restoration is in fact the disassembling the tractor complete, inspecting, measuring and reassembling to same as new specs.
If you were planning to do a restoration then I do not understand the original question.
Go for it and post lots of pictures. I love to see work in process as many others do as well.
