I have a farmall h, working on a wd... What horse power is needed to properly operate this baler?

Either of those tractors will have plenty of power to run it. The WD will be a lot nicer with the handclutch.

You'll definitely want a tractor with live PTO, otherwise when the baler wraps a bale you have to clutch shift release for each bale.
