D17 power steering questions

I'm looking at a D17 4 sale. The owner says it's not a gear jumper and the PD works in hi and lo. The problem is the power steering doesn't work. I haven't drove it yet because he has the radiator and sheet metal off to look at the steering. I did notice that it has a lot of play in it. He wants 600 for it. one rear tire is very good one is not very good and mis matched. The wheels look real good. The sheet metal is very good. It's a gas 1960 and he says it runs very good. It looks well taken care of. It's missing the draw bar and all the parts to go with it but the snap coupler is still on it and it needs  lift arm latches. How serious of a problem can this power steering be? If I buy it I plan to put a loader on it someday so the ps needs to work right.

I'd guess it depends on the pump. Seems like Norm of Norm's Toys told me he had new gears made for the pumps the early diesels used. The control valve I'm told is the same for all and didn't give much trouble. For the valve to work, the shaft going into the valve must be able to walk forward and backward a small amount. There was dirt preventing the shaft from moving forward on mine. A simple cleaning fixed mine.
