C steering problems

My Dad is restoring a C Allis that had a wide front end.  He is attempting to put the narrow front end back under the tractor.  It is the front end that was originally on the tractor.  He is aligning the witness marks according to the repair manual but when trying the steering it will turn nearly sideways to the left but only 15 to 20 degrees to the right.  If he moves the gears one tooth then the opposite occurs.   I know a little about old flatfender jeeps but have never worked on tractors very much so I am hoping someone on this forum may be able to help.  Thanks.

Does he have the radiator support off so he can look in at the gears to see the gears?  Kinda hard to do by feel. I would guess he is jumping more teeth than thought.

Yes, he has the support off and can see the alignment marks and they are aligned as pictured in the repair manual.

With the Front end off make sure your steering wheel is centered. Then match up the witness marks.

Are you using the complete pedestal for the narrow front? Single front wheel & wide front use the same pedestal, but narrow front is different. Kip

It is the narrow two wheel front end that came on the tractor.  Back in the late sixties Dad changed it to a wide front end so it would be safer for me to use.  He is now restoring it for my nephew and putting it back to original condition.  The narrow front end has been laying in a barn for 40 years.  Unless we changed something and don't remember, it should go back on.

Turns out it was an alignment problem.  The gears were moving as he pushed the pedestal in place.  He bought two five inch bolts to hold everything in place while he started the factory bolts.  All went well and the steering turns as it should.  To all that responded thanks for the help.
