Recently put AC power steering unit on non power steering tractor. Unit was from a dead in water loader D-14, I hadn't driven it, so didn't know if in working order - guess what, doesn't have any steering assist at all. Any suggestions as to where to start trouble shooting? I did replace the complete bolster and engine from dead in water tractor. Thanks for any help / suggestions.

Did you squirt some oil (maybe 80/90 wt) into the pump and turn it over by hand before installing on the engine?? Pump may need to be primed. The front support should have gotten the oil drained and 4+ quarts of new 821XL hydraulic oil added.  If the pump is moving fluid, you should be able to look in the fill hole and see oil moving inside with the engine running 1/2 throttle or better. No movement means no pumping of oil and no power steering.
