AC-D15 II power steering suddenly failed to function. has always been greased properly. has been occasionly low on hydrlicaulic steering oil. diagnosis??

Remove the grille screen. Remove the power steering breather and check the oil level. If you can see the oil just above the steering gear inside that is full enough. Start the engine and throttle it up about half-way. If the pump is working at all, the oil will be moving around when you look into the hole with a flashlite. No oil movement whatsoever means a failed power steering pump I would say.
