ALL electric heaters are the same energywise.

All '1500 watt' heaters cost the same to run and put out about 5000 BTU/hr.
Cheap and ugly or 'fancy ceramic/oil filled' NO different, except  at the cashier !

Two options, element with a fan which heats the air(can be noisy) or radiant which quickly heats objects within it's range but not the air. The air is gradually heated as the objects get warm and give off heat.

If you came get them, I have 2 of those oil filled ones that are suppose to be so great. Yes they get warm to the touch, but that's about all they do. 
If it was fun to pull in LOW gear, I could have a John Deere.
Real pullers don't have speed limits.

CHEAP is the old Milk House Heaters... if you dont mind a little fan noise... Like Jay said, ELectricity is 100% EFFICIENT... 1500w is 1500W .... dont believe anything else..  If you want QUIET, yes there are some in that catagory... but the EFFICIENCY is the same.
Like them all, but love the "B"s.

I have one of those old portable ‘baseboard’ style oil filled heaters. Works great for a room if left on 24/7, set the dial thermostat for the desired room temp, and forget it until spring. A must for any plug-in heater is a properly wired room, 12/2 wire with 20 amp wall plugs.

Agree with the above comments. Get one of the fake fireplace ones, no better for heat but it looks pretty. Fan forced heats faster but no more efficiently. House at the farm has electric baseboard heaters which are pretty much useless unless left on 24/7 all season long. I just fire up the Fisher wood stove and circulate the heat with the ceiling fans. 
Just an old country boy saved by the grace of God.

We had baseboard electric in the house. We now a have heat pump system that is ducted to most of the house. Still electric to the two bathrooms and one very small guest bedroom. Significant drop in the electric bill and have AC in the summer.

I've had several types. My current favorite is the oil filled w/2 selectable elements (600 & 900w) plus a 0-10 dial thermostat. Constant warmth no noise other than a click on & off from thermostat. 
 I set it to be warm to touch like a fresh cup of coffee warm. It sits between my chair and a 6' H x 8' W window, keeps the chill off between furnace's heat cycles.

Noise is one thing but SAFETY is the big issue - A tip-over switch to shut off heater if moved or displaced is primary thing , guards to prevent anything from contacting elements to prevent fire is the other - especially if kids are around . 
 Safest are radiant where elements heat medium that is surrounding the heating elements and not those with exposed wires that get hot . 
 I have old Intertherm heaters like baseboard heaters that have heating element inside tube that has finned heat exchangers - liquid filled tube that transfers heat to fins .
