My power director doesn't seem to be working. When it's in neutral and I shift into any gear including reverse the trqctor begins moving. Is there something simple to fix here or is this a bigger task ?

They will do that with cold oil. Mine does the same thing when its cold but not after it warms up. The centering slot at the base if the handle could be out of adjustment. If after warming it up good you can hold the button down with the handle in the neutral position and gently move the handle back or forth and it stops you need to adjust the centering strap

These tractors don't get used every day like they used to . The discs and plates in the power director do not sit completely submerged. Corrosion or rust can occur when sitting idle for a while. Manual says to replace power director fluid every 500 hours or once a year. If not changed moisture can build up and cause Corrosion. Change the fluid in power director, go bale a few thousand small round bales with a roto baler. Change the fluid again and I bet she will coast to a stop when you slip it in neutral.

D-series Power Director clutches "Creep" when in neutral. The creeping is worse with : Cold oil.....too heavy viscosity of oil (use Hy-Tran type)...1st gear versus 4th gear.....higher engine speed versus idle speed. It is their nature to have some creeping and these are things that affect it.
