The CA manual says put the valve at 45 degrees and fill to that level.  Most other sources say 12:00/top.  I'm more concerned with tipping than traction for ballast considerations.  I think 45 degrees is a good compromise.  I can add suitcase or wheel weights if I need more.  Yes/No?
