D-19D won't start

First time my D-19D has not started for me in the Spring. Fuel is on and in filters. Someone said the plunger is stuck in fuel pump. Any suggestions on fixing this would be appreciated. rrhead(SD)

Hi:  Curious as to why the choke lever is pulled all the way back towards the driver?  On mine it is always pushed all the way forward.  I choke mine a little bit (perhaps half way), then push them forward.  They don't ever sit all the way back in the that position.

It's the on off lever to the pump. That is the on position. rrhead(SD)

Take the top cover off of the pump.
check to make sure the shut off lever is moving.
That will stick and cause it not to start.
Just had to do this to a D 15 diesel that had been setting for awhile.
