We have an HD 16 bulldozer, What is the property battery connections? New batteries and starter, doesn't seem to have enough battery to turn over properly, Thinking maybe the hired help have cables connected wrong.

That is a 24VDC starting system. If the starter, or starting system is known good, it is probably interconnected wrong. Basically you run one battery positive lead to the starter solenoid and this battery's negative post to the positive post of the second battery. The second battery's negative post would then normally attach to your "Master" disconnect switch, (if tractor has one) or directly to the frame, or steel structure of the machine. The batteries are now in "series" and the voltage is additive meaning two 12VDC batteries in series output 24VDC.
If you have an older tractor with a generator rather than an alternator, it is very likely the system is positive ground. Basically you reverse the battery connections as stated running the positive battery lead of the first battery to the tractor frame and the negative lead to the master disconnect switch, or starter solenoid.

Don't know that tractor so asking is it 12volt system? Using 12V batteries in parallel or 6V in series? Is it negative ground? 12V batteries have both positive hooked to solenoid and negatives to ground( neg ground system) 6V in series neg ground would have neg to ground on first battery with that batteries positive hooked to second batteries negative then second batteries positive hooked to starter.

Sorry if I was confusing in my response. I typed 24VDC rather than 12VDC then changed direction I was typing in. Didn't proofread before posting but have corrected the post so now accurate.
