D14, ran great all winter moving snow and loading sander drove home pulled into garage for maintenance, changed oil, new muffler replaced studs for manifold took tank apart cleaned out removed the valve in glass bowl, put everything together again and now fires up but runs high full choke at what should be idle choke off dies. Turn to full throttle can turn choke off no problem. Replaced needle and seat new gaskets and everything. Throttle valve works as it should. Tried adjusting carb makes no difference. I am at a loss any help would be much appreciated

Sorry. Your description as to what is going on is poor in my opinion. Was the tractor OK fine before you worked on the carburetor ??? or is it the same as it was before you worked on the carburetor ??  or did you just buy this tractor and it's always been like this ??

So, you removed the carburetor AND manifold together ? to replace manifold studs ?? and you installed new manifold gaskets ?? I'm wondering if you have an intake manifold gasket air leak ?? spray some ether or WD40 around the two intake manifold gaskets (engine running) to see if they suck anything in.

The intake manifold and exaust manifold are in one peice, I had to do some welding for the new muffler I figured it would be best to remove all together

Yes Nick... the intake and exhaust manifold are made into one.... If the tractor ran GOOD before you removed the manifold, then what has changed since then ?   Thats why Dr said it my be the manifold gasket.. Was it torn ? Chunk gone ? Installed new ? .... that may be the first place to look.

make sure the throttle rod to the front end from the carb moves back and forth easy.. Maybe it got bent, in a bind, or dragging on a mounting bolt ?

so are you saying with the throttle lever  in the idle position, the engine runs a HI IDLE ... and when you move the throttle lever to the FULL throttle position, the engine still runs at HI IDLE ? ........... sounds like the throttle arm on the carburetor is stuck open ??

Whenever installing the intake/exhaust manifold assembly, ALWAYS snug the front and rear stud nuts first !!! This will square the manifold to the cylinder head. Then, slowly tighten the other nuts by alternating so the manifold stays square !!!  If the manifold isn't square you are sucking air at the intake runners. Old gasket(s) probably a bad idea.

Did you remove the little pipe plug above the carb from the old manifold and install in new?? I forgot about the plug when I changed mine years ago and would only run at full idle.
