Steiner Tractor used to sell them new. I don't have a current catalog & price. 
# ACS 238; replaces AC #70239528 ( LH ), 70239529 ( RH ), 70236049 (front). 
 then need Anchor rods; takes 2 of each.
  ACS 241; AC #70227275, 7 3/4" long, holds 3 weights.  
  ACS 239; AC #70236047, 9 1/4" long, holds 4 weights. 
 I've never seen any of these sell on Auction and only seen a few on D series tractors. 
 Grandfather had a neighbor with a D15 Diesel that had a set on front.

AC 200, CAH, AC185D bareback, AC 180D bareback, D17 III, WF. D17 Blackbar grill, NF. D15 SFW. Case 1175 CAH, Bobcat 543B,

$200 for the kit from Steiner. you can use a couple angle irons if you don't care if it's correct.

have a home-made one with Case wheel weights on it in central Ia. If you just need to add ballast this would work. Not going to win any prizes for looks though!
