The RL-451 can be on a D-15 series I or II. It's called a stockpile loader. Has an extra bucket tip cylinder so the bucket can pivot near the front for high trucks. State of PA had them for loading coal dust for the winter highways. I found the one in the picture in PA for a friend. He restored it and then sold it to George Nesbitt and Mecum sold it at George's auction in 2017. Not very common . The controls etc are very similar to a forklift.
