7580 fuel issues

I have been left with a 7580 to resurrect. It’s been sitting for a couple of years. Turn on the key, electric fuel pump runs continuously, open bleed valve before injection pump and fuel shoots all over. Crank engine no fire no smoke. Crack injector line on pump and crank engine no fuel appears. ??? Looking for clues🤦🏼‍♂️

Metering valve stuck or pumping plungers stuck. Take top off pump and check metering valve.           MACK

Thanks do I need any special tools, seals or gaskets to take top off and replace?

No, just hope none of the little bolts don't twist off. Don't need to replace, just free it up. If plungers are stuck, that is a rebuild.     MACK
