Working on my 59 D17. I have changed to 175 governor weights, changed to a mag drive off a WD to operate C5 electronic ignition, also installed a C5 header with a new TSX773 carb, also new governor thrust bearing. Now my problem, the governor goes from 450 rpms to 2000+ in about a half inch of travel on the quadrant. Motor running or off, same snap on governor rod. Unhooked from carb same thing. Changed back to original weights, same problem. The quadrant lever is stiff, but can't find anything binding. Help!

Start by synchronizing the governor to the carb throttle shaft.  Engine off. Hand throttle wide open. Disconnect the link rod from the vertical governor arm behind the generator. The vertical arm SHOULD NOT MOVE. If it moves rearward, you need to bend the vertical arm or bend the link rod to make it shorter so it just slides in the hole. As far as your stiff throttle, I have no idea. You said 175 governor weights. They are the same as 170 weights. What are you trying to accomplish with them over the WD/D17 weights ??

Found the problem, when changing the drives, the WD distributor drive gear is narrower and I was using the D17 governor thrust assembly which allowed for a space between the thrust bearing and the forks which allowed the "snap" to occur, which also caused the binding the linkage Using a WC thrust assembly solved both problems. The reason for using the 175 weights with the D17 spring was to increase RPMs 200

What Dr was getting at was the rpm can probably be increased by backing out on the allen screw throttle stop to over 2000 rpm - the issue is once the engine rpm drops to where the carb throttle butterfly is wide open that is all you are going to get.

Ok maybe I can shed some light here he went to a wd mag drive because the c5 ignition is not set up for a d17 distributor drive I couldn’t find the bearing for the wd set up I had so he used the d17 bearing , the gear on the wd is narrower than the d17 which left space between the bearing and fork causing the jump switch back to the taller bearing that cured the jump the length from flange to bearing face is the same IF you use the correct bearing!! as far as what’s he trying to accomplish with the 175 weights per dr Allis d17 spring and175 weights give you 2200 rpm
