WD45 timing question

Do I have this right, there are no timing marks on the governor gear so you just assemble the engine and then time your distributor to #1 at TDC.  Then fine tune with ear or timing light?  Seems like they could have marked the governor gear, or I should have when I removed it I suppose.  I'm getting the old girl back together and ran into this.

Oh Chris mine is no where near as pretty as yours, it is coming along though, the tractor is pretty ugly.  I tore it apart in Feb. 18 and just put liners and pistons in last week.  I have to clean the head and get started on it here soon, and i will likely get side tracked again by something, too many projects here.  I have threatened to have an auction and start over a few times...

New pistons and sleeves??   OK. You are aware of the fact that the piston pins are NOT CENTERED, correct  ??   Hate to see you ruin things on initial start-up.

I am aware Doc, thanks though.  I built one of these 15 years or so ago for a friend and his is still running.  I set mine by the manual I have here, it think 1 and 3 are one way and 2 and 4 are the other if I remember right, I went by there pictures and I see no scraping in my bores from mis-alignment.  I will say the piston/rods/pins that came out didn't seem to have been offset at all.  I didn't really want to overbore this engine but not much else available.
