Haven't worked on a red H tank but the tanks I have messed with had some sort of baffling in them.  get a light in there and look forward to see if you are looking at a big butted baffle in there where things hide behind.

Dave is right the H tank has baffles in it. I would try holding it up side down and put an extension on your air nozzle to reach way in the tank. I wonder if children have been playing up there in the past? Maybe a weasel made a birthing room.

gee I can't see why you're 'baffled' with the tank, though it 'leaves' a lot to be desired, it has to be a fun project....Big smile
maybe duct tape the vacuum hose on the filler stem AND blow compressed air in where the gas comes out ? if you can move the air nozzle around to blow ,here, there, everywhere should help dislodge the leaves.the big thing is the leaves have to be dry for this to work.
