WC Brake Trouble

Just got to really crack into the brakes on the Unstyled WC today and found something bad. The picture above is of the brakes on the 1941 WC but they are the exact same. Anyway the durm you see in the picture that the pads grip on to on the 1937 WC is broke and split into two pieces. How do I remove it to change it? Will I have to pull the axel out?

if it's just like the styled wc then yes...have to take the final drive off and the bull gear off and then slip the axle out...mine was keyed on and had a set screw
