WC governor help

I have 1937 WC.  At some point it has been converted to battery ignition.  The problem I have is my governor does not work.  The throttle works, but the engine will slowly rev up.  It is also possible to over rev it.  When I want her to idle I have to pull the throttle all the way back several times.  I pulled the front cover a couple years ago and the weights are in fine shape.  Anyone have any suggestions?

I'm no expert, but is the linkage to the cqrb set up properly? Should be a 1/16" (I think) gap where the rod crossing in front of the engine attaches to the rod that links to the carb. And there should be a dampening spring the connects from the latter rod to one of the manifold bolts. I know that this is a pretty rough description - you might want to search on this topic to get better advice.
