I'd pull all four plugs open throttle and run a compression test, sounds like some soft cylinders at cranking speed.  
3 WD45's with power steering,G,D15 fork lift,D19, W-Speed Patrol, "A" Gleaner with a 330 corn head,"66" combine,roto-baler, and lots of Snap Coupler implements to make them work for their keep.

The problem can be a lot of different things related to fuel or fire.  If the timing is too low it will cause problems.  Mark your distributor were it is now setting so you can go back to that point and loosen the distributor and turn it clockwise to advance the spark.  If you go too far and the timing is too high the engine will kickback when you try to start it.   

If you have already do so, recheck the gap on the points.

Have you put a Pertronix electronic ignition in it? If so, take it out and put a good set of points and condenser in. Also double check the timing.

I haven't adjusted the timing.  Has new pistons and rings.  It does have a protronix ignition on it.  It's getting spark to the plugs.  Compression is good. 

It seems when it's about to start and run, the starter cuts out.  You can hear it towards the end of the video.  The starter just spins...

I have a new set of points and condensor for it, but I thought the Protronix would be a better option...am I wrong?

The starter spinning out indicates you need a new starter drive.  In the video, the starter is turning the engine well enough that it should start.

The starter spinning out could indicate the timing is off a bit. Do you have consistent spark? When I had the Pertronix in my D15 it would fire intermittently and would not start. Once I put points and condenser back in it fired right off and runs great. Steve in NJ (B&B Custom Circuits) is a great source for the good points and condensers.

The Petronix ignition is more sensitive to voltage drops than points/condenser. Sounds like your starter is causing a large voltage drop when engaged. Check it out by checking voltage to the coil, both with key on (should be 12-12.5V) and when engaging the starter; if you see the voltage dropping below (or in the low 11Volts) when engaging the starter, the Petronix may not actuate fully. You can try pull starting the tractor, if it starts and runs good with a pull start, you are experiencing a significant voltage drop when starter is engaged. I have not done it; however, using a separate battery to power the coil/Petronix could also confirm if you are experiencing too much voltage drop when starting. If experiencing a significant voltage drop, you can determine the cause of the voltage drop and correct it, or re-install the points and condenser as they are npt as sensitive to voltage drops as the Petronix.

It looks like you have a new manifold on it. Did you put a plug in the threaded hole in the intake manifold? It will suck too much air and no fuel. Bob

Listen to Hubert on this one.

My D 15II sounds kinda funky like that when cranking, but it fires up like instantly with the points ignition.

Don also had a god suggestion.  You can probably rent one of those compression test kits at auto zone or whatever for grins.

Just wanted to check :

When looking at the distributor from the TOP, what cylinder goes to what post on your D14? Just wanted to make sure I have it right. I know the firing order is 1243.

My bet is on the Pertronix gone bad also.  Just had the exact same symptoms on a D-17.

i  put the points back in, fired right up.

I have now gone thru 3 Pertronix's in 3 years, and will not put one back on, ever.

I see a charging cable hooked up.  I'll bet if you look at the pertronix, the little label is melted.
Drop points back in.

And timing is way off.  You are getting a weak spark (sometimes)

What are all those wires for on the left connector of the coil? One wire appears to be cut.

I took everyone's advice and put the points back on.

I checked TDC, and the position of the distributor. Put the wires back on the distributor accordingly, clockwise 1243. Now, I'm getting back fire out of the carburetor.

I'm at a loss.

Anyone want to chime in?

FYI...wiring is good. Checked everything with a volt meter. Good spark. Good fuel.

Pull the plugs and insert a length of wire into #1 cylinder ubtil it contacts the top of the piston, turn engine until piston is at the top (wire pushes out to max). Pull the distributor cap/dust cover; the rotor will be pointing at the wire going to #1 cylinder. If not pull the wires and re-install them to the firing order (1243 Clockwise direction). Reinstall dust cover/cap/plugs and try starting again. You may have to fine adjust the distributor again after the engine starts. If you are sure that the timing is correct, recheck your valve lash settings; it is possible that they were not set in the correct order.

Have you checked the timing? Are you sure the distributor is clamped down firmly? Mark where the distributor in now and then turn it a few degrees and try that.  If no-go, turn it the opposite degrees from where you marked. If it starts from either position, use a timing light and set the timing. I can't think of any reason why the engine would do this, other than a timing issue. If the timing clamp was loose the distributor could be slowly rotating and changing the timing.

Timing light was hooked up today. I'm seeing what looks like "ENTER" with a line under in the inspection hole. Still not firing.

Plug wires are correct. Getting fuel...

I just don't know....

Might have the intake valves adjusted too tight not fully closing.On those engines in my opinion the valves need to have more gap than called for in the books.

This is all I can think of too. Just for grins swap the wires at position 1 with position 3 and position 2 with 4 at the distributor and see what happens.
