D15 lever by starter

Doing an oil change/fluid checks on my mom's D15 and noticed a lever on the top side of the transmission housing below the starter. Maybe a foot long or a little less with a hole at the end. Moves side to side a little but I didn't move it much because I didn't know what it does. What does this lever control? It isn't hooked to anything.

The lever is to engage the belt pulley. Most of the D series tractors left the factory with the lever in place just to keep the housing sealed. If a tractor was ordered with the belt pulley option all that was needed is the rod from the lever to the dash and the pulley assy mounted on the side.

Thanks for the answer. Tractor doesn't have a belt pulley, but looks like there is a block off plate on the side where one would be.
