Is there just 2 wires on the amp gauge on a 1958 D17 gas,1 to the voltage reg.and 1 to the starter solenoid? If so why don't it show discharge when you turn the ignition switch and lites on?

The ammeter must be between the battery and all electrical loads except the starter motor. The ammeter is there to show when current is flowing into and out of the battery. It depends on which polarity is used for ground as to which terminal on the meter goes toward the "hot" side of the battery. One terminal will go to the hot side of the battery and all loads, except for the starter motor, including the generator, are connected to the other side. Make sense?

The only way you will know if the voltage regulator were bad is if it won't charge and all other parts test good.
I'm looking at a schematic of a D17 and it looks like they have the ignition switch on the generator/load side of the ammeter. The lights and ignition switch have to draw current through the meter when the generator is not charging. The meter has one wire coming from the battery side of the starter solenoid. The ignition switch and everything else is connected to the other side.
