any tips on cheap pulling rims and tires

Also was wondering of a good tire rim combo to get the front end down more than what it is with the stock rims and tires?

I can fan some things up to a point have torch grinder and other tools at my disposal
I was wondering how hard it would be to take the centers off some old rusted out 28" wheels I had and weld them to a 9 bolt wheel ? The wheel weights would cover it up but if you were off in the slightest bit you would be hopping all over the track I think.

Maybe combine rims are the best way but 30 is the tallest size I think that will still have the right pattern and I think they are 16.9 wide size tires?

I know pulling is expensive but it don't have to always be the one with the most money wins!
My rig has been out powered before and they spun were I lugged down and pulled through

I'm just looking for some cheap tips for this build that will better my chances and not sure of what will fit and line up and what won't? That's all
I seen a guys tractor in hutch pulling open with a 45 and it had car tires on the front all chromed out looks sweet but I did not get down to the pits to see if he welded new center in or if there is a type of rim to look for that would bolt up.

Also I did manage to locate a set of 38s of a Oliver tractor for 175 dollars but figuring out the best to make the adapters and bklting to the tractor is the next step
She is getting bolted together this weekend finally after hutch I found all the pieces I was missing to get the Leroy in the old 45 frame!
Even found a original nelson muffler for 10$
I really like the look of the 38" too but also realize with a stock motor don't want to go to tall or she might power out in low and that would stink and be really bad.
Maybe 30" inch 16.9 wide combines are better than the 14.9 38" rims off the oliver I found

Go to consignment auctions etc 38 in dul rims can be bought cheap, sometimes they have good tires on, like you said you can weld in new centers etc, theres always a way!

I got a free set of 15.5X38 tires.  Paid $225 for a set of 9 hole rims that were nice.  Took a set of rougher rims with busted up bolt pattern and bought some 8 hole repair centers for $60.  Swapped tires from bad rims to good rims, welding, blasting painting and mounting my free tires, buying some tubes.  By the time i figured my supply costs and paid the tire shop for swapping i spent almost a thousand bucks on that free set of tires for a tractor that we might pull once in a while.

Would be great to get the right speed with the 45 rear end spent a while getting it free was rusted stuck and finally shifts right through the gears maybe 38" are to tall think 3.5 mph would be close with the 30 inch rims and the 45 rear end?
