Carburator on D17 not working?

How do you tell if the cylinders are getting gas,  I took out the plugs and they are dry after cranking over the engine for a while  and not starting , I thought they would be wet by now. Also when I turn the throttle on the governor does not move the carb linkage to increase gas from carb, I am not sure how a governor works as far as engine startup.

From what you described about the plugs being dry, I would check to see if you have fuel in carb. Start at tank, check sediment bowl,turn on fuel,if you can see fuel in bowl, move down to carb, I am not sure about 17s but I think the carb should have a drain cock on bottom of carb. Unsrew the drain cock and see if fuel dribbles out. If you have fuel in carb then its time to choke and hope it starts. HOpe this helps Don in Indiana
