I'd say they are front mount cultivators for a WC.

I thought so at first but they have disc blades at the bottom and large plates

I believe have a NOS pair of WC rear mounting brackets for them if you need them.  Mike

I have a set for a wd and they have normal cultivator shoes these have a cupped disc

Think they might be "hiller" discs? My dad was telling me that my grandpa used to have something like that for the C, but thinks there were only two discs on each side of the tractor.(C was two row)

Hey Denis, I have a rear part of a WD cultivator and, I think my neibor has  just a rear part of a WC cultivator . I'm in Temperance. 5 miles east of the 223 /23 connector.  Have a good one.  Bill P

I have no rear set for these but I have the complete set for the wd they are ones my grandpa bought when he bought his WD many years ago.  Bill I am not real far from you if you look as US-12, US-127, I-94, and M-52 they make a square and Norvell is right in the middle.

Those are WC cultivators. I used 'em as kid in my Dad's operation from 1948 thru 1955 miles and miles............

You know, when these "what is it?" usually comes up I end up scratching my head even thiough we sold them.  However, this is easy.  As stated above it is the front section of a WC cultivator.  Yes, when new they could have a disk hiller mounted on them.  Unusual though.  We never sold them but some older WC literature shows them.
Course you need front and rear mounting brackets and should have a power lift but they look almost complete.  Little bit of oil and grease can make them usable again.

so what do the brackets look like I have pieces of metal on top of the frame in front of the radiator (they don't look like the ones on a wd) on one of my unstyled wc's and a mechanical lift on the other, what else do I need
 
P.S. what is the purpose of the hiller disks

Yes, definitely a WC as I use to mount this thing on a styled WC.  I actually saved the front mounts brackets that mount screw in.  If anyone needs a pair, I would certainly part with them for a reasonable price ($20) and a little shipping.  Goint orange is going great!
