My 45 surges/pulses after a quick idle-down. Otherwise it runs great. What causes this? Timing?

Anyone? 
If I have it at full or 1/2 throttle and back it off to 1/4 throttle or so very quickly it will not idle smooth and surges.

Sounds like either a problem with the governors or perhaps if you are lucky, the spring attached from the block drain cock to the throttle rod is missing/broken/not strong enough to stop the surging.

Just a couple of thoughts for what it's worth. It's probably worth what it cost you anyway;>)))

  I would check to see if the throttle shaft seal is worn.  Spray some carb cleaner where the throttle shaft goes into the carb, and see if the problem goes away.  If it does, plan on rebuilding the carb, be sure to get a kit with a new throttle shaft.
