I'm converting a B from Mag to distributor and wonder if I need to swap the gov spring. I think this changes the loaded rpm but this tractor is not going to see any hard work. Thanks.

There is no need to change the spring. The old girl will probably be happier if RPM is left as it was.

Charlie, I tend to lean a little to the conservative side on this subject because of nightmare stories I have heard about an old well used engines breaking rings after having the RPM jacked up. 
 An old friend of my Dads told me of a VAC case bought new by this fellow that never ran it over half throttle. He farmed with it for years that way. When they had his estate auction, the guy that bought the tractor  fired it up to drive it home and only made it a couple miles up the road at full throttle before the engine locked up.

I agree also for the most part. The intended use of the tractor in this case would preserve its longevity for sure. Not sense running it at 2000 RPM's when not needed.
