has anyone out there know of anyone changing tracks and sprockets on a h3 dozer from another dozer?

Yes - you can swap tracks but you will need to measure and fabricate. You would be further ahead to buy another H-3 that has a good undercarriage and change it over.
Start with the O.E.M. specifications for the H-3 track group. ~ Orangeman
