D 15 Governor (gas engine )

   Installed the new #70234113 lever arm . Old one had a worn bushing and had also been brazed at some point ? What's the purpose of the  bumper spring adjustment screw ? Mine doesn't touch the stop at idle or full throttle . I do see that the plunger spring is pretty worn . Gotta get one . Thanks !
