How do I know that the pto is engaged ( tractor has hydraulic clutch option)  engaging the sliding coupling to prevent it form falling into the power director compartment prior to removing the hydraulic clutch cover between it and the hydraulic sump ?

If you can very easily turn the PTO shaft at the back of the tractor, it isn't connected. If you can turn it but it takes some effort, it is connected and cannot fall loose inside the tractor.
