My 96 Stratus is having heat issues,, going down the road it has some heat in the car but not comfortable at 20 degrees, sitting in the parking lot idling it heats up great, gets nice and toasty, its full of water/antifreeze, ive reverse flushed out the heater core, newer thermostat- last year, new water pump this spring, heat gauge runs right in the middle , never seen this till now

Sounds like a fresh air damper door isn't closing.

 DITTO ,,on what ole Chask says,,if it is vacuum operated,,the door may be staying open some due to LOW vacuum. Check the supply to it ,,maybe hole in vacuum supply line,,?

Is there an air filter on the fresh air? Most vehicles now have air filters and they are somewhat out of site and out of mind. People forget about them and they can get plugged up with dirt and bugs.

Maybe back flush your heater core.
