I believe the casting patterns were made so that the foundry could easily clear casting sand from the block.  I suspect that as foundry techniques changed, the opening was not necessary, so they eliminated the plate, which increased rigidity of the block, as well as dramatically reduced production costs (one less plate, a bunch of bolts, machinework, and man-time).
Ten Amendments, Ten Commandments, and one Golden Rule solve most every problem. Citrus hand-cleaner with Pumice does the rest.
