When I bought mine it had been setting outside non operational for a few years.  Same thing That PTO lever was stuck.  Sprayed some lube by the pivot.  I used a crescent wrench on the angle iron lever by the rear end housing (the one the rod hooks to), just kept slowly moving.  I didn't want to hammer on it.  Took a while then got it to move, had to use the wrench for a couple more times.  Now that I have been using it a few years seems to be loose.  Works great from the platform.

When you pull it back to disengage the pto clutch, expect to feel resistance. It is not hydraulic so it takes a little muscle to disengage. Our 6060 is kept inside so we haven’t experienced this issue. ALWAYS run tractor with the pto temporary disconnect lever in the forward position especially when pto is not being used. This lever was only intended to disconnect pto for a short period of time say for example while turning the baler off to get the next windrow if it was some distance away. If you already know this forgive me for the post.

The leave under platform on left hand side of transmission housing has a detent ball. Spray with wd40 and use a piece of energy cloth to make sure it is "rolling" in its socket. BTDT
If that ball is froze it will not want to release from the detent on each end of travel - hence stuck in on or off position.
