D 17 brake adjustment and replacement

Guys, I just bought a D17D, 1963 model, no brakes I have pulled the seat off and removed the two brake covers from the top of the axle. I can see a 3/4 adjusting nut, however I also see what I believe what are two set screws on the rear of the axle housing are they for the minor or major adjustment? Also any photos or scanned repair pages of how to replace and adjust these would also be helpful. I ordered a repair manual it just hasn't arrived yet.

With brakes like you describe it must be a early 62 or earlier year.  Series III started at serial number 42001 half way through 1962 and had brakes like this:
