Why would you weld up and regrind a crank to -.020 on rods and -.030 on the mains? |

I think they are saying that a remanufactured one would be welded and a remachined one would just be ground and this one must be a remachined one. They must sell a lot of them and it's a rubber stamp auction layout except for the first paragraph that shows the specs. Just a guess?
