Does it have a cab?  If it does and everything works correctly it is not too far out of line but is on the high end.

That does seem rather high.  I wouldn't go over 20 (and it would have to be in mint condition).

Tractor prices are going up.  There was a low hour AGCO-Allis 6690 with 4wd, cab and loader that was listed at $29,000.  I bought a 2wd NH TS100A for $28,000.  There were a bunch of junky and OK tractors in the $15,000 range but they were all 2wd.  Like others have said it may be slightly high but if it's in mint shape with low hours and fully equipped it's a good price.
