my D-19 lift arms go up with lever in neutral position and wont come down without taking hoses off and draining oil.  Help

Likely needs attention to traction booster either the linkage or somebody moved the lever...

No. If anything, missing/misadjusted linkage makes the Traction Booster turn on all the time.
