Been working on a D-17 IV and been having problems with the lift arms not going down.  Took the advice of several on the forum as it being a stuck traction booster valve or frozen linkage.  All the linkage and valve are free.  However the cylinders still will not go down.  Took the pins out of the cylinders to the lift arms; unscrewed the hose and tried to push the cylinder in with no luck.  I can tap it in with a hammer but something tells me something isn't right with the cylinders.  Any ideas?  I just want to be able to use the hydrualics

Get a long pipe or bar (5 ft or more) and use it as an extension/lever to the lift arms themselves and with engine off and one of the cylinder lines disconnected hang your body weight on the bar and report back what happens.....if you are BIG that's fine, you're not going to hurt the tractor.

Dr. Allis,
 
I have disconnected one of the cylinder lines and stood on top of the lift arms and still they will not go down.  What does this mean?

Get a long bar and force them down like I said......if they won't go down with a 5 ft long bar and a 200 lb man hanging on them, there is a problem with one or both cylinders.
