When I crank the tractor the hydraulics go up and will not let down. I even have a disc connected with the hydraulic cylinder on it and it will not lower. Thanks

BOTH hydraulic levers on the steering column must be DOWN and horizontal.  Next thing would be see if the linkage from the snap coupler bell is missing or badly bent under the belly/under the brake pedal area.

All that is good I’ve replaced hydraulic pump from another d-17 and it does same thing. Goes up but won’t go down. You can loosen return hose and cylinder will go down.

If you've replaced the pump, you had to disconnect the linkage under the belly of the tractor, correct ????????? Or is there no linkage under the belly to connect to the hydraulic pumps sump ???

Loosen the front nut and move it FORWARD at least 1/2". Move the rear nut forward until tight. Report back.

It is adjusted all the way forward and now it works. Thank yousir. I wish I had asked you before I took the pump off 3 times and replaced it. LOL
