MY GOVONOR SHAFT SEEMS TO HAVE A LOT OF PLAY IN THE HOUSING. WHEN IAM RUNNING THE TRACTOR IT AT TIMES WILL WANT TO RUN Fast and when you go to slow it down then it is to slow and will die. or when it is on the idle and you go to speed it up slightly then it really reavs up. you can wiggle the govoner shaft back and forth in the housing and it makes a big difference in the rpm. is there any fix other than replacement of the housing and shaft?

There are two bronze bushings and a thrust bearing that hold the governor shaft steady. I won't say these are your problem, but it could be if there is significant play in the shaft. If there is a lot of play I would expect that the operation of the weights on the governor would be affected.
