 Is the steering wheel of a D-12 pressed on to the shaft or is it threaded on to the shaft before the locking nut is put in place?

The plastic of the steering wheel has an internal spline that was molded and the steering shaft has an external spline.  Depending how much rain water has collected in the nut pocket will lead to rust forming between the spline and into the plastic.  We have had to drill and tap two holes across from each other in the steering wheel hub.  Get another piece of metal an fabricate a puller (three holes  - two outside for to screw into the steering wheel and the center hole needs to be threaded).  Good Luck and don't spare on using a good penetrant.
