D 17 3 point issues

Hi all, only my second post, but I have learned a lot from this forum.
A little info on the tractor, it is a D17 series IV that I got from a co-worker for $200. It hadn't run for years, so lots of tinkering and a few new parts and I drove it home. the hydraulic fluid needs to be changed bad as it is milky, which I think might be a contributing factor in my current problem.

My question is the 3 point is stuck in the raised position, and hasn't worked since I got it. I started to trouble shoot things last night, and I believe the right side cylinder is locked up. I also found some of the linkage was bent, as well as the hydraulic valve to run the 3 point was seized up.
My question for you all is should I replace the valve body, (if I can find one) or have it rebuilt? for the hydraulic cylinder, I think I I can have it rebuilt cheaper than I can buy a new one.

Any other suggestions or tips would be greatly appreciated, this is my first AC and I am still learning.

My 170 has the same hydraulics as the SIV D17, and when I had it painted, the 3 pt was raised.  Got paint on the draft control linkage and the piston that pushs into the valve to raise the 3 pt when under load.  As a result I had the same symptoms as you.

I got some emery cloth and wrapped it around the piston plunger located right next the fender on  front of the 3 pt valve.  Cleaned up the paint and rust, and got the piston freed up, so it would move in and out, and the system came to life.   Also make sure system linkage is not bent, pushing the piston into the valve all the time.  Hope this helps.

Start with the linkage being seized up.  IF it's been sitting for so long, that's probably where most of your problems lie.  Take it all apart, clean the pivot points and put everything back with anti seize.

There is a spool with no linkage hooked to it, just a lever that pushes it. The lever that pushes it in gets froze in it's pivot not letting it return. Free it up and go to work.      MACK

The traction booster valve can stick causing your problem. Mine does every now and then. A squirt of WD 40 usually cures mine. With yours sitting so long it might need some help to get it to move.

I remember growing up my dad had me stand on the three point to make it go down on our series IV D17
