Is there a cleaner (carb cleaner or the like) that will remove the outside oxidation of the sediment bowl pot metal, or is the only solution elbow grease and steel wool? I hate to paint it.

It it was on the tractor when the factory painted, it got painted. If its bare it was installed later. Any treatment that takes off the oxidation will change the shape of the details like mold lines, and probably upset the gasket seating.

You might try soaking it in one of the aluminum car rim cleaners and an old tooth brush to rub off the oxide ?
Or use a 'dremel' tool.......????
