I have one of the rear wheels off of the tractor to get the tube replaced. Trying to get the steel wheel and the rail clamps off of the rim. I have the two bolts that hold each clamp to the steel wheel out. The tighteners with the square head that loosens each clamp to the rail are stuck and  do not want to turn yet. It seems to me that the center steel wheel should be able to be knocked loosed from the rail clamps without having to get the clamps loose from the rails yet since the bolts holding the clamps to the wheel are all out. I want to eventually get it all apart because when I take it to get the new tube I have a better spinout rail rim to put the tire and new tube on. Any suggestions?

You can knock the center out. lay rim/tire flat on ground with dish up. take a sledge hammer and ear protection and give 3-5 blows next to 1 of the rail clamps. Cecnter will drop out

When you do this, Be careful you don't loose some of the eccentrics in the grass.

I lay a short wood 4 x 4 across the wheel center before whacking it hard with a sledgehammer several times.

All of my eccentric pin body assemblies were rusted tight and would not budge.  Ted Johnson (WI) suggested putting them in a wood stove for several hours  (remove the snap rings and eccentric pin blocks first) then let them cool naturally.   This worked for me, but you still need to lubricate and knock the pins loose with a hammer first.  These assemblies clean-up real nice with an angle grinder wire brush. I cleaned the pin holes with a smaller wire brush on an electric hand drill.  I used anti seize paste on the pin bearings before reassembling.  You can find new 7/8" snap ring retainers at Do-It-Best Hardware (less than a $1 each).

I beat the centers out of mine after taking all the bolts out took a few hard blows from a 8 lb sledge hammer. Don't loose the square shaped parts that tighten to the rail. I had to make one out of a piece of square stock. I took mine to work sprayed FreeAll on them tapped with a hammer in the vice they loosened up pretty good.

Basically what everyone else said, spray with penetrating oil and hope for the best.  I took mine off by removing every nut and bolt I could from the wheel hardware with a breaker bar.  Then I had to beat the centers off with a BFH.  Cleaned them all up with a wire wheel and blasted/painted the whole shebang and put it back together.  I took apart all of the eccentrics and got really happy with the anti seize and they're butter smooth now.

   As others have said, be sure to not lose any small bits as there are more in there than a guy would think.
