I seem to remember someone else seeking help on the surging thing and one responder (DickL?) said the IT manual procedure for the arm adjustment from the governor to the carb rod was incorrect.

I just reinstalled my newly rebuilt carb on the '39 B. A huge thanks to Steve in NJ @B&B for the work! The engine starts easily, and runs well under load. However, I'm now getting idle and low-load surge. My B won't idle unless I have 4 notches of input. It was that way before the carb rebuild. Is that normal, or are my linkages out of adjustment? I do have the surge spring installed, and there is a lot of play in it when the motor surges. Hopefully, I'll be able to sort it out this week.
