B Front Spindle Brg/Seal Question

I replaced the front wheel bearings and OEM type seals on a pair of B spindles, and the seals seem really snug. I lubed them well, as well as the inside of the hubs, but they are stiff when I turn the hubs. Is this normal?

I had same problem, mine wanted to turn in hub and not at the spindle.  Lubed em good and ended up using locktite on one as I recall.

I believe they are supposed to turn in the hub. I also used a spot of locktite to keep them from turning on the spindle, but they are stiff.
