Allis B 4 Loop will not fit. I have one 4 loop aftermarket 9x24 rim (don't know who's, came with the tractor. Ordered another one they told me it would fi. Doesn't fit. They told me it should because  it's supposed to be 20" c-c. Actually the new rim is 20-3/8".The loops are too far apart c-c, about half the hole. Finally got the center off. they have a 19-5/8 c-c. Also stamped AM3137-6. What do I do. Any suggestions will be a great help!

Call the place you got it from and let them know that there is a problem, before the vendor ships any more of them out to other customers.

Yep.  Hopefully the "dealer" will work with you.  There's value in buying from good sources.
